Andrew Whitlow - Co-founder and Electrical Director
My name is Andrew Whitlow, and I bring over 25 years of experience in the electrical industry to Blueprint Pre-Construction Services.
For more than 15 years, I successfully ran a family-owned electrical contracting business, delivering projects across the domestic, commercial, and industrial sectors. This hands-on leadership provided me with a deep understanding of the challenges and opportunities within the MEP estimation field.
I then advanced into the role of Senior Project Manager with a tier 1 M&E company, where I managed complex commercial projects with values reaching £4.5 million. This experience sharpened my skills in project delivery, stakeholder management, and technical oversight at the highest level, enhancing my expertise in MEP surveys.
Most recently, I served as Estimating Manager for a well-established M&E business, where I led pre-construction planning and cost management strategies that ensured accuracy, efficiency, and value for clients. My focus on MEP estimation has always been to deliver precise and reliable results.
Now, I am proud to launch Blueprint Pre-Construction Services. Our mission is to support clients and contractors with expert estimation, surveying, design, and consultation—providing clarity and confidence at every stage of the pre-construction MEP process.

David Cleary - Co-founder and Mechanical Director
Hi, my name is David Cleary. After starting as an apprentice right after school, I now bring 35 years of Mechanical & Plumbing services industry experience to Blueprint Pre-construction Services.
Throughout my career, I have gained valuable insights by working across various sectors, including Commercial, Public Health, Education, and Banking, which has sharpened my understanding of the diverse standards and expectations in each sector.
Beginning with Consulting Design, I transitioned to Services Contractor-led Project Management roles before ultimately focusing on pre-construction activities for blue-chip companies in the industry. In my most recent role as a Pre-Construction Manager over the last 8 years, I have been responsible for MEP Estimation, surveying, validations, reporting, value engineering, programming, and planning, ensuring that all pre-construction consulting activities meet the highest standards of efficiency and value for clients. I have overseen early project management for projects valued up to £4.5 million.
I firmly believe that for a project to succeed on-site, it must start strong, which can only be achieved through effective standards and communication during the Pre-Construction stage.
Now, I am proud to launch Blueprint Pre-construction Services. Our mission is to support Clients, Main Contractors, and MEP contractors with expert MEP Design, MEP Surveys, and Consultation – providing clarity and confidence at every stage of the pre-construction process.
At Blueprint, we offer technical expertise paired with practical insight to ensure that projects start strong and succeed.
The ultimate goal is to assist in bringing full "Clarity into Construction."
