Meet the Directors
Andrew Whitlow - Co-founder and Electrical Director
My name is Andrew Whitlow, and I bring over 25 years of experience in the electrical industry to Blueprint Pre-Construction Services.
For more than 15 years, I successfully ran a family-owned electrical contracting business, delivering projects across the domestic, commercial, and industrial sectors. This hands-on leadership gave me a deep understanding of the challenges and opportunities within the industry.
I then advanced into the role of Senior Project Manager with a tier 1 M&E company, where I managed complex commercial projects with values reaching £4.5 million. This experience sharpened my skills in project delivery, stakeholder management, and technical oversight at the highest level.
Most recently, I served as Estimating Manager for a well-established M&E business, where I led pre-construction planning and cost management strategies that ensured accuracy, efficiency, and value for clients.
Now, I am proud to launch Blueprint Pre-Construction Services. Our mission is to support clients and contractors with expert estimation, surveying, design, and consultation—providing clarity and confidence at every stage of the pre-construction process

David Cleary - Co-founder and Mechanical Director
Hi, my name is David Cleary
After starting as an apprentice from leaving school I now bring 35 years of Mechanical & Plumbing services industry experience to Blueprint Pre-construction Services.
Over the course of my career, I have worked within several different sectors within the industry including Commercial, Public Health, Education & Banking which has helped my gain valuable experience of the varying standards & expectations of each.
From initial Consulting Design experience, I moved on to Services Contractor led Project Management roles before ultimately moving on to Pre-Construction activities for blue-chip companies within the industry.
For my most recent working history in the last 8 years I have been employed as a Pre-Construction Manager with the responsibility to ensure all pre-con activities including surveying, validations, reporting, estimating, value engineering, programming, planning & general communications are carried out to the highest standards to ensure efficiency & value for the clients. The role has overseen the early management of projects up to a value of £4.5 million.
It is a firm belief that in order for a project to succeed on site it has to get off to the best possible start & this can only be achieved by good level standards & communications at Pre-Construction stage.
Now, I am proud to launch Blueprint Pre-construction Services. Our mission is to support Clients, Main Contractors and MEP contractors with expert M&E Estimation, Surveying, Validations and Consultation – providing clarify & confidence at every stage of the pre-construction process.
At Blueprint, we provide technical expertise with practical insight to help projects start strong & succeed.
The ultimate goal is to assist in bringing full “Clarity into Construction.
